Hello all. I’ve been staying in a neighborhood in the Kantō region for a while now and noticed that a nearby house always has their two small dogs tied up outside under a carport. It’s not just the dogs things, but they also keep their bikes and a motorcycle in the same area. One of the dogs is definitely on the older side, but I don’t know about the other. I can say with 99% certainty that they are never taken on walks, (unless they’re walked at 4 am when I’m asleep), and the older one is constantly whimpering at night. The other dog is extremely aggressive, and barks at anyone that walks by. It’s starting to get colder and colder here, and I’m wondering if there is anything I can do anonymously to report the neglect to either an animal welfare group, or whatever proper authority.
