What’s the story behind this vacant land in the middle of Fukuoka?

My partner and I were wandering around Fukuoka yesterday. We went to the Fukuoka castle ruins and then walked west down the hill to Ohori Park. Between the two was an area that had some houses here and there but wasn’t built up. There were many blank patches of grass but nothing being cultivated. The houses looked a bit old but not super old. We found it strange that in the heart of Fukuoka, which is historically a castle town, and right next to the famous Ohori Park, there was an area that was so undeveloped. When we walked around other areas adjacent to Ohori Park, the housing seemed up-market.

So we were wondering what the story is behind this particular area. Looking at Google Maps, it’s about ten small blocks in total. If you know anything that can help us resolve our curiosity, please let us know! We are Japanese learners, so our language skills aren’t sufficient for us to investigate this ourselves.
