Noisy neighbor after housing company supposedly talked to them

Sorry if this is incoherent or overlong. I have two days of interrupted sleep.

My upstairs neighbor is a young guy (20s) that games throughout the night and screams and stomps while doing it. An added bonus of sometimes playing with high volume and no headphones. He’s done this for months. I’ve talked to my company that is supposed to be my Japanese middleman with the housing company and they said they’ve talked to them about it. The housing company said they would contact the neighbor. At one point they put letters in everyone’s mailbox to keep the noise down. That resulted in just over a week of silent nights.

The most recent time I talked to my company, they said to log whenever it happens. I wish I logged the past few months of this, but I started doing it since late December. The list is building up. From every account I’ve read here, calling the police doesn’t even cause a slap on the wrist. It’s the equivalent of a kid complaining to their parents that their sibling is poking them. Sounds like a waste of everyone’s time. Also, a great sage by the name of Ice Cube has words I live by.

I’ve heard of people holding money over the housing company’s head to have something change. I know there are open apartments in the building. Is it feasible to say that if things don’t change, I would be glad to move apartments if all fees associated aren’t held against me, as this issue has been consistent and nothing has changed? I have heard this before, don’t know how realistic it is. Please don’t tear me a new one for trying to have some sort of agency in this. I’m very tired and just want to sleep through the night for at least one week. Thank you for reading my ramblings.
