Restaurant cancellation fees when reservation is made by phone

To preface this, I think all reservations should be online and require a credit card but this question is about phone reservations.

I’ve never missed a reservation before but I’m curious how restaurants enforce the cancellation fee when they don’t even take your address or credit card. Do people usually just go to the restaurant to pay the fee? Is it usually forgiven? I’m curious if anyone has seen this happen. I’ve never seen anyone go into a restaurant to pay a cancellation fee.
