I need a police certificate (警察証明書) for the pre-employment screen for a job at the European Patent Office, which is not part of the political European Union, though. The police office sad they can’t issue it in that case and referred me to MOFA. They in turn said they can only issue it if it is requested by public organization. So now I am a bit at a loss, is there anything I can do? Or am I just out of luck and 1.5 years of application/hiring process is for nothing
