Charged for Leaving Aircon on in Rented Sharehouse

Hello all, this may be a bad question, but i was just charged ¥7,500 for not turning off my aircon before leaving my sharehouse, which I payed to rent. I would understand if all tenants cumulatively went over the alloted budget for electricity, but this was not the case. It is defined as a “service call fee.” There was no service call, just an employee checking the room i left. Is this allowed? I’m waiting on my contract to be emailed back to me, as I only had a physical copy to sign (moved here recently, signed for 6 days at abovementioned place, then 1 month at current residence) Thanks for any help!
