Are there any Waseda GSAPS graduates here who could give me some insight?

I am looking to apply to the Graduate School of Asia Pacific Studies for a second masters. I had a 2.8/4 GPA in my undergrad degree which was a double major in political science and history, my GPA for my first Masters was a 3.85/4 in Contemporary East Asian Studies with a focus on Japanese culture and society, although my program did not have a thesis track. I went to the University of Kansas for both degrees.

I want to do research that focuses on a comparative study between Japan’s higher education system and America’s higher education system and how both can attract skilled immigrants. In particular, I want to focus on Japan’s now-ended Top Global University Project. I also want to see how these different higher education systems/projects contribute to these nations’ soft power.

I have a lot of Japanese language education, but unfortunately, I never got around to getting a JLPT score. And I do have previous experience working in Japan as an English teacher for about a year.

Do you think I have a decent shot? Please let me know what you think.
