Interview at home consulate overseas?

The Wiki says that if you’re accepted for an interview, you must interview through the home consulate you applied with and will fly out from. I’m slightly confused about what this means, so I would appreciate it if anyone could shed some light on this for me!

For example, I’m currently living in country A, yet I’m only a citizen of country B (both are JET-participant countries). Can I do an in-person interview in country B’s consulate in country A? Or is the interview conducted in Japan’s consulate in country B?

If the former isn’t possible, are there any exceptions for the interview to be done online?
