What is the purpose of と in と思います (and other verbs)?

I’m still a relatively new learner to Japanese and I’ve started listening to interviews to get a grasp of real speakers. (Don’t want to sound like an anime character). I hear a lot of とs before verbs. The example I heard was “…面白いと思います”

  1. one of とs functions is a quotative marker, it is used with the verb 思う to quote a personal thought. you will also see it with 言う, to quote others.

  2. It’s kind of like “that” when you say something like “I think that it’s interesting.” What does “that” mean even in English? It doesn’t have any real semantic content but is more structural to designate that the phrase is subordinate and helps you process it as such when hearing it.
