PhD applications

I want to apply to PhD positions in Japan( as an international student). In the application process, applicants are required to mail a prospective supervisor, obtain their approval, work with them to draft a research proposal and then send the documents to the university via postal mail. There will be an oral exam conducted and then the applicants will be notified of the results. So I wanted to know if contacting more than one professor (from different universities) is allowed. Am I allowed to reject the offer from one university and say that I have decided to attend another university if I get selected?
