Questions about coe long term stay application or if it’s technically legal to just apply while doing tourist stuff

It’s a bit of a complicated situation. So I don’t think it can be answered by googling..

I have a fiance my plan was for us to meet up for up to x2 89-90 day stays as tourism true and visiting relatives true his parents.

With that I heard it’s completely legal to get paper married at city hall and switch for spouse residency status rights in Japan or maybe we’d have to pop out to South Korea.

Then I could legally work most jobs in theory without having to send off my passport somewhere in America where I could lose it.

The other option is I paid an agency to find me work and sponsor my initial re-entry I was last there in 2020~2021.

That way I’d have my own work and living status for 1 year as an international services humanities engineer.

Butttt even with coe I have to trust my passport doesn’t get lost .

Also I have a digital COE.

But it’s been a really long time since I applied for a long term stay visa.

How do I do about that? How do I know I’ve included everything in the package?

Is it possible to initially visit as a tourist visitor then apply with my coe in Korea or something? I feel like it’s less likely to be lost in Asia.

Can it still be converted in Japan or Korea?

I know the marriage loophole is legal but I’d have max 6 months to get married and I wouldn’t be able to work until then.

Please advise…
