Question about Japanese shipping laws

Hello, sorry if this isn’t a proper place to ask this question but I was looking to see if anyone had more information on shipping a “gun toy” in Japan to the US. I recently purchased a “Cerevo Dominator” a prop replica of a gun from an anime and the seller said fed ex wouldn’t ship it because it resembled dangerous goods and some other place they said Japanese law won’t let them ship a toy gun over seas.

I’ve seen plenty of people say this has happened to them and other say it shipped from fed ex fine (and the company you Cerevo from japan shipped them to the US when available) some say you need some sort of license to ship them to the US but i couldn’t get much information i was wondering if anyone had any advice rn the seller just wants to give me a full refund but obviously i’d like to just have the item.
