That’s actually a 肉 radical.
I’m no kanji expert, but from [what I’ve read](https://japanese.stackexchange.com/questions/44763/is-there-any-reason-a-lot-of-body-parts-use-the-month-moon-radical), it seems like 9th century Japanese weren’t so strict in their writing, and the [radical got simplified](https://www.joyokanji.com/radical-notes/130-flesh-radical-%E8%82%89-and-%E6%9C%88).
Many radicals have a similar function of roughly suggesting the meaning of the character.
Like many kanji having to do with water use “氵” as their radical. Same with having 木 for trees, 艸 for grass.
