Lump Sum Payment, Can’t Find A Tax Representative, Residency Tax

Will be leaving the country for good March 1st. I quit my most recent job in October.

I was on JET for 3 years but since 2019 when I quit, I have not been enrolled in the national pension service (my salary has been too low so I’ve been exempt from paying). Is it still worth it to try and apply for the lump sum?

I’m not sure if I can find anyone to be my tax representative. I’ve tried asking the two people who I thought would help me but they seem like they don’t want to get involved.

Also, with residency tax, how can I make the payments if I can’t find someone here to represent me?
