I email the Japanese consulate about the J-FIND visa and got this response:
“Officially, the J-Find visa is available without a certificate of eligibility.
HOWEVER, the reality is this: NOT ONE J-Find visa has been issued so far unless the applicant already has a Certificate of Eligibility. So if you want a J-Find visa, we would suggest that you first find a sponsor in Japan to issue you a CoE, and then you may apply for your J-Find visa.”
