There must be, but remember japanese licensing is different, so you wouldnt have a transmit license unless youre moving from the mainland.
Panasonic/ NEC shop on 58 between Foster and Futenma would be were I’d start to ask questions. I’ve bought some electronic components from them. I always spend a few minutes dicking around with their shortwave radios and CBs. They will definitely know about the Lisc requirements as well. Think really OCD Radio Shack circa 1992, but with cooler shit.
