I don’t know whether this is allowed here or not but does a JP pre paid SIM card excise which works outside of JP and is there a prepaid JP credit card which can be ordered from abroad?

As I buy a lot of Japanese stuff from abroad, many shops seem to start denying my foreign credit card which is why I am looking for a way to keep ordering things from Japan. The best and safest way to do apparently is to have a Japanese phone number as well as a Japanese credit card.
