They appear to be simple rice noodles soaked, not cooked. The sauce could be some mirin with a bit of sugar dissolved along with the lemon juice. I’d also drop in a few grains of salt. Soy sauce would work, but you’d lose that “clean” look. I’d personally also add a few drops of wasabi oil for some heat.
