Buying a house in Osaka

Hi guys

I’m buying a family holiday house in Osaka. I think I would like it to be a 1/2hr bicycle ride to Namba but I’m open to ideas and any compelling reasons to buy elsewhere.

I’ve looked at the disaster maps and some places are worse but most of the desirable places are either flood prone or earthquake damage could be an issue. Are these issues just a fact of being in Japan or should I take heed of the maps and buy in the least risk places even if that means buying a smaller place?
