to my understanding, you wouldn’t use ね when stating a fact, since ね implies agreement.
肉を食べますね (i eat meat, don’t you think?) doesn’t make sense, unless you’re unsure that what you’re eating is in fact meat. But using か to make it a question would be better in that specific instance imo.
An example of using ね correctly:
この肉はおいしいですね (this meat is delicious, don’t you think)
it’s asking for confirmation or assuming confirmation
肉を食べますね
could be “you eat meat… huh?”
