4th generation descendant visa

My wife (4th generation Japanese) called the Japanese Embassy in the US today to ask about the 4th generation descendant visa. Initially, the rep said it was only for people from South America, but then she reviewed it and said any country works. She also confirmed the age limit was raised from 30 to 35 (my wife is 33).

Here are two unknowns we’d love help with:

* What level of Japanese language ability does she need to apply?
* Can I (her self-employed American husband) come? One website said yes, and another no. If so, on what visa?
