Kid’s Passport Renewal: US Birth Certificate, Koseki Tohon, or BOTH?

I understand this question is best answered by the US embassy (and granted I’ve fielded the same question out to them with up to 3 days to answer) but hoping to get a possible quicker first-hand answer here with other parents who have gone through renewing their kids passports here in Tokyo?
