It would make sense to just do this based on which country they entered from, and ease the rules accordingly. If the country you’re waiting to return to has opened up their borders, sure, there’s no point in extending the visa. If the country is still closed, then extension feels warranted. Maybe I’m just trying to be too reasonable.
