Did Okada’s departure pull the rug from under Kaito Kiyomiya’s feet?

Depending on where Okada goes, Kaito will never get the runback he deserves… or does he? What do you guys think? Was there actually a possibility that Kiyomiya was going to eventually get a pin on Okada in ANY ring?
