Getting an ETC without a car (i.e. no shaken) or credit card?

I sometimes like to rent a car to go on a trip somewhere and always end up having to rent an ETC card from the rental company, which is a pain and somewhat expensive as I have to pay a fee.

I’ve read (https://www.japanetccard.com/Learning-ETC/How-It-Works) that you need to have a bunch of documentation to be able to get a ETC, but I’ve _also_ searched on reddit [and people seem to imply you can get an ETC without a car](https://www.reddit.com/r/japanlife/comments/17zztf8/i_dont_have_etc_how_do_i_avoid_etc_only_onramps/).

I don’t have a car, NOR do I have a credit card, but I do have a debit card and bank account here in Japan.

I don’t mind spending Â¥1000 a year or whatever for the ETC card as it would save me money in the long run. So the cost of the card itself isn’t a huge factor, it’s mainly the inconvenience (or impossibility!) of providing documentation I don’t have to get it.

I’m wondering if anybody can help explain a bit more about how I might be able to get the ETC without a car or shaken to show?
