20% Pension tax issue

Hi all,

Newbie here and hoping for some constructive answers!

I have received 80% of my full pension withdrawal after returning to my home country. I’m now considering to follow the process of hiring a tax rep to get the 20% income tax withheld. My question is :

If my residence tax from my local ku (very small ku outside of tokyo’s wards) was not settled in full before i left (i had some financial issues back home and had to leave abruptly and left remaining residence tax bills), is there any correlation/obstruction between those bills and claiming back that 20% pension withheld income tax? Anyone have any experience?

Any info would be appreciated but trolls can keep moving.
