is it cheap to live in Toyama Shinjuku?

So I happened to walk by the apartment complexes around Toyama park in northern shinjuku. It reminds me of 1960 eastern europe apartment complexes. But i kind of like the vibe. Area is quite run down but location is good.

What kind of place is this? whats the story behind it and, is it cheap to live there?
