I refused when I opened an account with them as I thought debit card would be good enough but now I regret it. My Japanese is still very poor and I don’t know where to start looking. Is it possible for me to still get one?

The smbc website allows you to make a reservation for your local branch, and you can select the reason for your visit. So, select “issue passbook”, turn up at the appointed time, and they’ll know why you’re there so it makes the process smoother.
