Its just below Shin-Osaka station and very cheap at 500yen for the day I think. But you kinda get what you pay for, the bikes are simple mama-chari’s with no gear if I’m remembering it right.
Near Osaka castle there is a place called Road Bike Rental Japan, that might be a good place for you to check out.
