Recently moved to central Osaka: what is the most effective way to get to know locals?

I recently moved to an apartment here. Have a work-from-home IT job. Basically no social life yet, nor do I know anyone around here yet…

Late 30s. Male. Single. Lived elsewhere in Japan for over a decade, and I speak fluent Japanese (Got N1 back in the day).

What’s the most effective trick to make some friends here? People to go out and have food and drinks with regularly or any random stuff.

BTW, either Japanese speaking or English speaking is completely fine with me, but I tend to avoid the kind of expat bubbles that consist entirely of foreigners that barely know any Japanese.

I joined a few Meetup events, but it’s been hit and miss. Mostly miss…

I’m open to joining clubs and hobbies and circles or whatever if that’s what it takes.
