Moving to Japan too early for Residency Record (住民票)

Hi! Just my background, I am a student at an American university and planning on to do an exchange study abroad a semester in Japan next year. I was born and raised in the US, but have Japanese parents so i have both US & Japanese citizenship.

I was planning on getting to Japan couple weeks, even month before the official study abroad program start date, staying at hotels and going places.

However, I learned that if you are staying longer than 3 months, you need to get a residency record within 2 weeks.

I’ll be living in a dorm during the program term, but before that i’ll be in a hotel. I think you can’t put in hotel as your address for the residency card so idk what to do for that.

My question is that, is this 2 weeks after you settle down somewhere?

I read somewhere that the address should not be a temporary housing like a hotel, and it is 2 weeks after you move in to an actual place. Can I obtain the residency record when I move in to the dorm?

I was struggling to find relative info online. Hoping if someone can give me an advice!
