This is likely because the koseki has no way of adding two women as parents to a child and two women cannot be registered as parents to one child. An old custom that ends up being needlessly cruel.

You know, it’s funny. Like there are a lot of weebs that would like Japanese media to be more inclusive and more accepting and there’s a lot of pandering and… “creative” translation work done by American companies that try to cater to that exact audience. Like the Guilty Gear thing that happened recently.
Meanwhile you take a look at what’s going on at the actual country and you see, well, this.
Like I honestly feel bad for them. They might get the idea that Japan is this amazingly accepting place due to getting the wrong impression and then when they actually engage with the country in a more serious level they see this.
