Are there tall grass / yard maintenance ordinances in Okinawa and/or Japan?

e.g. there is a lot in the middle of a residential neighborhood where the grass has not been cut at all this year. It is unattractive and seems to invite pests. A venomous snake would be completely undetectable in this grass and it is right next to a driveway where children walk regularly. The owner used to have it maintained semi-frequently. Can they be incentivized to maintain it by local ordinances if they don’t do so willingly?

Edit: for context, In the US, at least in some municipalities where I’ve lived, a landowner could be fined for not cutting the grass past a certain point. I found this out when I experimented with letting a lawn grow in as a way of making the yard more “naturally healthy”… I am wondering if the culture or laws around unkempt land are different here, possibly because the growth is difficult to keep up with? Or are there are different attitudes to nature vs human maintained land? Or is the property owner considered a legit derelict here, too?
