How to write a formal letter? (to my city hall)

Hi,

I will have to send a letter to my city hall (something to complain about, nothing serious)j and, to be honest, I never had to write a formal letter in Japanese. Also not helping is the fact that I’m not 100% sure what service/bureau or person I should write to. I’m sending blind, so to speak.

I found a website that gives some tips, but have no way to really judge if the tips are correct or bs

Could anyone help here? Especially about the following points :

3. The Greeting: At the top left corner, begin the actual content of the letter with a polite greeting. “拝啓” (haikei) is the most common greeting for a formal letter and literally means “Dear sir/madam” or “Dear (person’s name)”.

5. The Closing: Bring your letter to an end with a polite closing phrase such as “敬具” (keigu), which means “Respectfully yours” or “Sincerely.”

Do you agree with the above?
