Trip to the U.S. with my daughter, who has Japan/U.S. citizenship, but only a Japanese passport…

I’m American and of course going on my U.S. passport. I let my daughter’s U.S. passport expire, so she’ll be traveling with her Japanese passport. My wife won’t be going on this trip so it’s just the two of us. Does she need an ESTA? I read somewhere that I would need to take our 戸籍謄本 (family registry) as well.

Main question: do I need to get a U.S. passport for her? Or will the Japanese passport be enough?

EDIT: Thanks for the replies, everyone. Looks like I need passports. But I am a bit confused because (as I wrote below) in December 2022, my wife, daughter, and I went to Hawaii. Wife and daughter were on their Japanese passports, with ESTAs. No problem getting into Hawaii. Was that just luck?
