hi! I spent the past two months as a student living in Shinjuku. today, I moved to Shibuya and will be here for one more month. I have a resident card. do I really need to submit the tenshutsu todoke? what happens if I just ignore this whole process? can I just submit the moving out notification one month later at my old Shinjuku office?
