Being an Artist in Japan?

So, I already know that most foreigner’s can’t live in Japan as freelance artists as it’s unstable work so the questions I have art really about freelancing.

I’m in yr 11 now at Aus highschool and last year I went to a Japanese highschool for 4 months (no name cause it’s a decent school) so I have a basic understanding of studying in another country. Would it be worth it to go to an art school in Japan? if not, would an Aus art degree allow me to get positions in Japan? (currently thinking character design or something similar- still need to look into more ideas about my future as a 17 yr old) I’m also working on my TESOL certification so I was also wondering if I should teach English and see how I go from there?
Also back to Japanese universities, I’d be paying for it on my own so what schools are of a lower cost and or have scholarships? does my ATAR for VCE matter to go to an abroad university? What courses would make me more employable? Would working part-time be able to cover my necessities if I did go to Uni in Japan?
My dream for a long time was to design cover art for bands/ the illustrations behind an artist while they perform but I see that could be difficult and unrealistic especially in Japan.
