What’s up with the group of motorcycles that sound like they’re farting their way down the street?

It’s like a constant toylike revving. I’ve actually never seen it, have only heard it multiple times a night, every night. Hard to describe, but it sounds how you might imagine a little people motorcycle gang on pocket bikes.

Is it a trend? What kind of motorcycle is it?
