Golden Week Dilemma

My partner and I will be traveling Japan for a month from end April to end May, which means we’ll be traveling Japan during Golden Week (29th April to 5th May).
We searched online, and since it seems that public transportation, flights and roads (driving by car) is going to be hard, we figured that maybe we should stay in one place and booked accommodation in Osaka, hoping for festive vibes and cycle around the city which offers many attractions for a week staying.

On the other hand, our original thought was to go to Kurashiki for 1 night, then down the bridge to Shikoku and spend the days there (I don’t have an exact itinerary, but arriving at Takamatsu and travel to places in Ehime and Kochi).
I know Golden Week is one of the main high seasons in Shikoku, but is it going to be THAT crowded and hard to travel around?
Is staying in one place the remedy to survive successfully the Golden Week?

I’m eager to hear any advice regarding enjoying Japan during this period.
