Getting married in Japan – as two Australians

Hey everyone,
Looking for advice on behalf of a couple whom I’m shooting an elopement for in Japan.
They want to get legally married in Japan.
To do this I know that they need a Certificate of No Impediment from Australia. I also have read that they need the appropriate Kon-in Todoke, which is for foreigners, and not National Citizens of Japan.
What I’m struggling to find at the moment is how to get the specific Kon-in Todoke from the ward which is closest to them in Kyoto whilst they visit. They need this as the paperwork to complete and hand in to the ward. I know that two Japanese Citizens are needed for witnesses as well.
Are these easy to find? Has anyone got any advice with this? We want to get it beforehand so that it can be translated properly for the Japanese authorities with their information!
