PiPPA bikes / bike rental

I was wondering if anyone could give any insights or advice about using PiPPA bikes in Kyoto?

My friend and I are visiting during Golden Week (yeah, I know), and judging by past experience, buses are probably going to be near impossible, and some places just seem way easier by bike.

I checked the app once or twice and there seems to be quite a lot of small PiPPA stations/lots dotted throughout the city, but many stations in the busier areas were completely empty. Are there staff that periodically redistribute the bikes around, or is it always a luck game?

Just wondering if it’s better for us to rent our bikes for the whole day, or is it relatively easy to find available bikes so we can just return them at each stop and get new ones later, since we might well spend a good chunk of time in some places before we move on?
