Wonderful. Hopefully this will be extended nationwide. It will encourage people to rent out empty properties while waiting to sell them at least, and available rentals is the number one way to encourage younger families to migrate out of ToMeiHan into regional areas.
So, people are paying property tax for city services, but not actually placing a burden on those services, and the thought is to *tax them extra* for not using the services they’re paying for?

How will the government know if people are living in a particular home or not? Are they going to check utility bills?
