Is there work in Health and Safety in Japan?

I’m looking to moving to Japan even if it’s just for a couple of years.
I can’t apply for the JETT-Programme because I don’t hold a Bachelor’s degree, so the only known door for me is closed. I am currently learning to read Hiragana and I can speak Japanese enough to hold myself in small talk, but I can’t yet approach politics and such.

Currently I’m working as HSE-(Assistant) Manager in Machine Safety but I have experience in a lot of other fields regarding construction and chemical industry.
So coming back to my question in the title, is there work in HSE in Japan? What would the requirements be?
