Explaining Particles

Background info:
I’m a native Japanese speaker and my partner is learning Japanese. I try to help them, but I sometimes struggle to explain why something doesn’t make sense, since I’ve just always known Japanese.
My partner says 「午後1時に仕事**で**行きます」 \[I go to work at 1pm\] I’m trying to explain that the correct way is 「午後1時に仕事**に**行きます」 but I can’t explain why “**で**” is the incorrect particle and they should use “**に**”.
