Spousal visa question

This may be a bit rambling so I apologize in advance.

My fiancee and I have been together for three years. She’s Filipino and I’m an American. We’ve both lived in Japan since before we met. I’m an alt with one of the companies and she’s here on a family stay visa with her mom who works for a Japanese company. She’s been looking for work and has a four year degree, but has had a hard time with getting work visa sponsorship because of her visa status and because she doesn’t have an OEC from the Filipino government, a certification the Filipino government forces on Filipinos working abroad that companies here sometimes do and sometimes don’t care about. In the meantime she’s been working the part time her work permission allows her at a combini nearby.

Legally, she has to live with her mom as part of the visa she’s on. My main question is, getting married, how to we switch her from being her mom’s dependent to mine assuming she hasn’t found work by then? Are there any specific requirements? Income requirements? What is the process of moving her from mom’s dependent to mine? Ideally we’d be able to wait and hope for a good work opportunity to come along, but there’s a variety of pressing issues (irrelevant here) that are making us want to push getting married sooner.
