My work laptop died in Vietnam, should I be careful in Japan?

I brought two laptops to Vietnam last year, my personal Macbook and my work laptop which was a Surface Pro, The charger for my Surface was Microsoft and came with the laptop and it said 110V to 220V and yet right when I plugged it in, the laptop refused to turn on. Turned out the battery was automatically fried. Work got the laptop fixed for me.

My Macbook was totally fine though. Did feel when it was plugged in that I felt like a surge of electricity going through my fingers like I was experiencing static shock so perhaps the voltage was too high but it didn’t ruin the laptop.

I know Japan used 100V. The laptop is 2 prong so the adapter isn’t an issue, but should I get a converter for voltage just in case?
