I suppose that could depend on what kind of party it is – are there kids and what’s their interest etc. I’ve been to both but didn’t spend extensive time as a tourist (have been to Takamatsu numerous time but only to visit my cousin so I don’t know many tourist attractions.) There are popular islands ilke Shodo-shima and Oniga-shima, though I doubt if there’s a point in visiting the latter if not for Japanese kids (because Oniga-shima is popular for Japanese old tale which I bet foreigners are not familiar with).
I’d also ask why not try the near by city like Okayama? (I know even less about that city but just thought to ask)
