出かける人は何を持っていけばいいですか?

I think the translation is: What should people bring when they go out? But I don’t understand the grammatical structure. 出かける人 is “people who go out”, but 持っていけば? いけば is the provisional form of iku right? So it should mean: if the go. But if the sentence were 出かける人は何を持っていいですか? wouldn’t the meaning be the same?
