Installing utilities to a plot of land

Can anyone advise on the process of getting electricity and water supplies attached to a plot of land in Japan?

I own an empty plot with no building on it but I’m hoping to rent it out to marine sports operators / container cafes / kitchen car operators for e.g. and I figure having electricity and water available on site from day zero will make it a much more viable option to any prospective interested businesses.

Having currently no building on it currently I’m imagining the electricity will need to be supplied to a temporary telegraph pole that are often seen outside house [building sites.](https://ibb.co/bzXSrzm)

Regarding water I imagine a supply [like this](https://ibb.co/GVS64kV) to be good so that the interested business can run water lines as they want from such a source.

The plot is roadside and so connection to both the above, and under, road existing supplies of electricity and water should not be a complicated, or unusual affair. But who should I contact first?
Local village office? Okinawa Prefectural Elec/Water suppliers, or construction firms? Any advice is gratefully received.
