Azabu Skin Clinic, near Hiroo station is the one I use, the doctor is American or Canadian (from his accent) and all the staff on the front desk that I’ve met are British. The laser operators (techs? Nurses?) are Japanese but all have enough English that I can communicate with them during a session. You have a 30 minute or so consult to start with where the doctor explains the process and goes over relevant medical history and skin care, which is 3k yen. You can book a trial session for a reduced price with no commitment to continue, which they explain is for if you are unsure about the pain or how your skin will react, they make it clear that one session isn’t enough so it’s for people who don’t know if they can go through with a full course of treatment. Or you can get 5, 8, and 12 session packages (saving money vs individual sessions). Not the cheapest (around 400k yen for 5 full body sessions if memory serves) but they do an excellent job.

Can’t help with the English bit, but for anyone interested for who that’s not an issue, I can refer people to a good clinic my partner and I both went to that with a referral becomes slightly cheaper. My partner went first, then “referred” me, to save us both some money! 😂
But they generally won’t accept you as a “patient” if your Japanese isn’t good enough to understand the doctor’s explanation of the procedure – sorry I can’t offer much help with that part 🙁
Alexandrite laser is only at the clinics. Photic laser hair removal can be done in salons. Use google translate 🤷♀️ Azabu is horribly overpriced for absolutely NO REASON. Angel clinic who uses candela laser charges JPY39,000 for the WHOLE body head to toe. Not much communication is needed with laser tech. Except for ready when you changed and if it is painful. At least I never had more than that. I’m not going there to talk about life. I am perfectly fine laying quietly while laser is getting done.
I’ve had trouble finding decently priced laser hair removal in Tokyo. It’s surprisingly expensive in Asian countries. I just get it done when I go back home to Australia.
